LAST MEETING (February
11th)
David Sturch, City of Cedar
Falls Planner, spoke to the club about the
upcoming construction that will take place on College Hill this year. The scope
of the project includes below and above ground improvements on College
Street from 20th to 23rd
Streets. The initial phase of the project was to replace the culvert just south
of 20th street. This
project took a good portion of the summer and required that an apartment
building be removed because the building had constructed their footings on the
old culvert structure. The new culvert will have a top that will extend further
to the east than the previous structure and will be used as a “pocket park” or
a gathering place for pedestrians. Improvements that will take place this
summer include additional underground work to the south and the installation of
a storm water filtration system that will function to remove initial
particulate matter from the storm sewer system so that it does not find its way
into the waterways. When the underground work is underway on the extreme
southern portion of college street, a contractor will begin installing at grade
improvements which will include decorative brick and concrete, street trees,
benches, signage and locations for future artwork. There may be additional
areas for plant material other than trees, but an agreement has yet to be
reached with the College Hill Neighborhood Association or the Merchants to
maintain the plantings. The City will continue to work with them to identify
and define maintenance responsibilities, similar to what takes place on the
Parkade. The City of Cedar Falls will also
work with the merchants to provide pedestrian access through the rear of their
businesses during the time when the sidewalk will be under construction. Again,
very similar to the accommodations that took place on the Parkade during that
streetscape project.
IT'S GREAT TO BE A
