LAST MEETING (January 28th)
Frank Darrah, Cedar Falls
City Councilperson and Jeff Olson, Cedar Falls Police Captain, provided the
club with information related to the proposed “Landlord Accountability
Ordinance”. Frank provided information related to the history of why the ordinance
is being developed, how community oversight is being utilized and reiterated
that the ordinance has not yet been enacted. There is currently a “trial
period” of one year where ordinance violations will be tracked, and points
assessed against properties in violation of the proposed ordinance language. At
the end of one year, the results will be analyzed and various options would
then be available for consideration. The City could adopt the ordinance is
written, modify the language or point system or drop the entire ordinance
altogether. Captain Olson provided a brief PowerPoint presentation that
included statistics related to the first four weeks of the trial period. During
these four weeks, there were 141 code enforcement violations logged by the code
enforcement officers. Of these 141 violations, 47 were related to rental
property. Violations ranged from loud
parties, failure to removed snow/ice from sidewalks, and other rental code
issues. After notifying the owners/ tenants of those 47 violations, only two
properties required that points be assessed against them. These points were
only leveled against the property after failure to gain voluntary compliance as
the City of
